Care for Children and Adolescents

Finding a psychiatric provider who sees children and teenagers is genuinely difficult in Oregon. I offer telehealth psychiatric evaluations and medication management for children and adolescents across the state, drawing on my clinical work at two of Portland's most established children's behavioral health programs, Morrison Child and Family Services and Catholic Community Services.

I work with families navigating ADHD, anxiety, depression, OCD, mood disorders, trauma, and more. I understand that treating a child means working with the whole family — I communicate directly with parents and guardians, coordinate with pediatricians, schools, and therapists when helpful, and take the time to explain diagnosis and treatment in plain language.

About Me

Welcome to Cloud Cap Psychiatry

I'm Adam Kinnard, a board-certified Psychiatric Mental Health Nurse Practitioner (PMHNP-BC) based in Portland, Oregon, providing telehealth psychiatric care across the state.

I work with children, adolescents, teens and adults. My current work includes practicing as a Child and Adolescent PMHNP at Catholic Community Services’ Family Behavioral Health program — one of Oregon's highest-acuity outpatient psychiatric programs for youth, serving children and adolescents ages 5–17 with complex mental health needs through intensive community-based treatment — and at Morrison Child and Family Services, a leader in Oregon's children's behavioral health system, providing psychiatric assessment and medication management for youth ages 5–18 across a range of diagnoses including trauma, ADHD, mood disorders, anxiety, and disruptive behavior disorders.

My PMHNP training (Vanderbilt University, MSN) included clinical rotations in inpatient psychiatry at Unity Portland; outpatient mental health and substance use treatment for underrepresented and unhoused individuals at Central City Concern; and LGBTQ+ and neurodivergent-affirming outpatient psychiatry at Kaleidoscope Rx. Prior to my advanced practice training, I worked as a registered nurse for four years in Oregon across trauma and medical-surgical inpatient settings and outpatient mental health and substance use treatment.

I bring the same approach to my private practice that I use in community mental health: thorough evaluations, conservative prescribing, shared decision-making, and genuine investment in understanding the person — not just the diagnosis. I am fluent in Spanish.

Outside of clinical work, I spend my time in the mountains — skiing, rock climbing, and mountain biking. I am an advocate for LGBTQ+ visibility and the rights of underrepresented communities.

Pricing

We are in the process of accepting Regence Blue Cross and Moda insurance. At this time all pricing is on a fee-for-service model. I am able to provide you with an invoice that you may submit to your insurance for you to receive out of network benefits (called a “superbill”). I require a card on file. Payment is due at the time of service.

New patients only. Save $225. Includes one 90 minute initial evaluation and two standard (30 min) follow-up appointments. Payment in full is due at the time of the first appointment. No refunds.

In our first session we will review your mental health journey through a comprehensive psychiatric assessment. This will involve your history, current concerns, and goals. By the end of this appointment we will have established the framework for a treatment plan; this may include starting medication or making medication changes, although this is not guaranteed or required.

Initial Evaluation (90 min)

Standard Follow-Up (30 min)

For established patients only. A medication-focused appointment to review our treatment plan and make any medication adjustments as necessary.

Extended Follow-Up (50 min)

$280

For established patients only. More time to allow for a deeper conversation and exploration of issues, and/or to incorporate more therapy and skills coaching such as brief supportive therapy, motivational interviewing, or trauma resiliency work.

Care Coordination (10 min)

$50

For established patients only. If 10 minutes or more is needed for communication with the client or other providers, or to complete paperwork. Billed per 15 minute increments.

What is a psychiatric nurse practitioner?

A Psychiatric Mental Health Nurse Practitioner (PMHNP) is a licensed and board-certified provider who can diagnose mental health conditions, prescribe medication, and provide ongoing treatment. PMHNPs receive advanced training in psychiatry and mental health after working as registered nurses. Like psychiatrists, they can prescribe and manage medications for a broad range of mental health disorders. They blend the clinical excellence and knowledge of medicine and the person-centered, holistic approach of nursing. At Cloud Cap Psychiatry, I bring both clinical expertise and a collaborative, person-centered approach to care for individuals across Oregon via telehealth.

Do you offer telehealth only?

Yes, at this time. Cloud Cap Psychiatry is a telehealth-only practice serving clients across Oregon, including Portland, Eugene, Bend, Salem, and rural areas. Virtual care allows for flexibility, convenience, and access without the need to commute. All appointments are secure and HIPAA-compliant.

Do you prescribe controlled meds?

Yes, I am currently able to prescribe controlled medications via telehealth in Oregon. Federal regulations in this area continue to evolve — if changes affect your care, I will communicate proactively and work with you to ensure continuity.

Controlled medications require an initial evaluation and ongoing monitoring visits; I don't provide refills without ongoing care

Do you take insurance?

I am in the process of accepting Regence, Moda, and PacificSource. I do not accept Medicaid or Medicare at this time. Currently my practice operates as self-pay. That means I do not bill insurance directly at this time. Instead, clients pay at the time of service and receive a superbill, which they can submit to their insurance company for possible out-of-network reimbursement

Do you provide therapy?

I specialize in psychiatric evaluation and medication management. While I do not offer long-term talk therapy, I incorporate brief supportive therapy, motivational interviewing, and trauma resiliency skills during sessions. If ongoing therapy is beneficial, I can help connect you with trusted local therapists in Portland and throughout Oregon.
